EPR and BDO on Allegro and Amazon: What a Foreign Seller in Poland Must Do in 2026

Since 2025, Allegro and Amazon are active enforcers of environmental regulations. Marketplace platforms increasingly verify EPR/BDO numbers and may restrict sales or block listings of sellers who do not meet environmental requirements. The year 2026 brings further layers of obligations: SUP, the deposit-refund system, and new battery requirements.

Why Do Platforms Block Accounts Without a BDO Number?

This is not a business decision by the platforms. It is a legal obligation. Online platforms are subject to increasingly broad obligations regarding the verification of sellers and the compliance of products with environmental regulations, and therefore require EPR/BDO numbers from sellers operating on their marketplaces.

What Do Allegro and Amazon Verify?

Allegro

  • BDO number: for packaged products
  • BDO number, WEEE category: for electrical and electronic equipment
  • BDO number, batteries category: for battery-powered products

You enter the number in the Allegro panel: Account Data, then Environment. The platform verifies it in real time against the BDO registry.

Amazon Seller Central

  • BDO (Poland) or LUCID (Germany): for packaging, depending on the target market
  • BDO WEEE number: for electronics
  • BDO batteries number: mandatory from 18 August 2025

Amazon verifies through the Compliance Portal. No number means a deactivation notice with typically a 30-day response deadline. After the deadline, listings are suspended automatically.

SUP: Fees for Single-Use Plastics

If you sell disposable cups, food containers, wet wipes, or tobacco products with filters, you must:

  • register in BDO in the SUP category (no registration = fine of up to 1,000,000 PLN)
  • collect a fee from customers: 0.20 PLN per item (cups), 0.25 PLN per item (food containers)
  • maintain records and submit a report (no records or failure to collect the fee = administrative fine of up to 20,000 PLN)

SUP fees are collected from the end customer and must be clearly visible on the receipt or invoice.

The Deposit-Refund System: Beverages and Packaging Deposits

Do you sell beverages in PET bottles (0.1 to 3 litres), aluminium cans, or returnable glass bottles? You are required to participate in the Polish deposit-refund system through an operator. Failure to join the system may result in the obligation to pay a product fee of up to 3 PLN per kg of packaging. For companies that are in the system but fail to achieve the required collection levels, the fee is 1 PLN per kg.

Mistake 1: “The platform registers on my behalf.” Amazon and Allegro do not register in EPR on your behalf. Pay on Behalf (Amazon France) is an emergency mechanism, not a substitute for registration.

Mistake 2: “Self-registration in BDO is sufficient for WEEE.” Article 26 of the WEEE Act requires an AR for every foreign B2C e-commerce seller, without exception. Failure to appoint the required AR may result in the activity being deemed non-compliant with regulations.

Mistake 3: “I have low sales volumes, thresholds protect me.” Germany (LUCID) and France (ADEME) have no thresholds. In Poland there is no registration threshold. Thresholds only apply to fees.

Mistake 4: “Polish BDO is sufficient for all of Europe.” BDO is valid exclusively in Poland. Each EU country requires a separate registration (LUCID DE, UIN FR, etc.).
